Yeah, they are! A US PSN card won't work on an EU account, unfortunately.

Yes, PSN gift cards are region locked. You need to make sure you buy one that matches the region of your PSN account.

Totally locked by region. Once I bought a card in Europe and it didn't work in my US account. Lesson learned!
