Are shotguns considered heavy guns in Fallout 4?

Nah, shotguns in Fallout 4 aren't classified as heavy guns. Heavy guns are more like miniguns or rocket launchers. Shotguns fall under the non-automatic rifles category if you're using them without automatic mods. Once you slap on an automatic receiver, though, they're considered automatic rifles. So, perk-wise, you're looking at Rifleman or Commando instead of Heavy Gunner.

Short answer, nope. Shotguns =/= heavy guns in Fallout 4. They're more in the rifle territory.

Actually, I've seen this mix-up a lot. People think because they're big and pack a punch they're heavy guns. But no, in Fallout 4, shotguns don't count towards your heavy gun perks. I learned that the hard way trying to buff my shotgun damage.
