Not really. Some people say they are, but I've never noticed a big difference. Just focus on training your Dwellers in the training rooms to boost their stats.

Honestly, while stats do have a hereditary component, don't sweat it too much. The game throws enough at you to manage without worrying about creating a master race of Vault Dwellers. Just enjoy building your Vault and keeping everyone alive and happy.
