I'd argue the Five Elders' real power is in their influence, not necessarily in throwing hands. Sure, they've gotta have some level of strength to get to where they are, but their main gig is running the show from the shadows. Think more brain than brawn.

Oh, absolutely, the Five Elders have to be strong. We're talking about the top authorities in the World Government here, folks! It's not directly shown often but think about it - they're in charge of the entire world, including dealing with some pretty hefty threats. They've got to have some serious power, both politically and physically, to keep their positions secure. Now, whether they're as strong as the Yonko or Admiral level is a different kettle of fish, but don't count them out just because they spend a lot of time sitting around looking ominous.

Well, their strength hasn't been explicitly shown yet, but it鈥檚 implied that they must possess considerable power. How else would they control the Marines, Cipher Pol, and even have a say over the Seven Warlords? Plus, let鈥檚 not forget they report directly to the mysterious Im-sama. In a world like One Piece, you don鈥檛 get to sit at the top without being able to back it up somehow.
