Yes and no. Vault 88 is the only one you can truly turn into a settlement, courtesy of some DLC magic. But there are other vaults to explore; just don't expect to be hanging your hat there.

Nah, real talk, the only real 'vault' that you can mess around with and call a settlement is Vault 88 from the Vault-Tec Workshop DLC. The rest? Just good ol' exploration and looting sites.
