Not directly, no. In Fallout 76, you can't sell ammo to NPC vendors. However, you can sell your extra ammo to other players through player vending machines. Set up a machine at your camp, price your ammo, and wait for buyers! It's a great way to turn surplus bullets into a few extra caps.
