Yep, there are kids in Fallout 4. You'll run into them in various settlements and locations. But unlike adult characters, you can't harm them due to the game's design - probably for the best, given the setting! Some of them are part of quests, others just add to the atmosphere.

For sure, there are children in Fallout 4. They're mostly there for the ambiance and to make the world feel more real. You can't interact with them in the same way as adult NPCs though, which kinda limits what you can do but makes sense.
