Nah, I wouldn't say they're totally RNG. You can actually craft and modify most weapons to your liking. So, if you're not happy with what the wasteland throws at you, just grab some parts and make your weapon better!

Totally RNG, and I love it! Found this legendary sniper rifle with a modifier that would freeze enemies on crits. Never would've had such epic loot if it weren't for the RNG gods smiling upon me.
