Absolutely not! Getting a holo is down to luck. I've opened packs back-to-back, and some had holos, some just left me dreaming about them. So, no guarantees, but it's always a nice surprise when you do find one.

Well, actually, it's all about the odds. Some pack types do have guaranteed holos, but for the vast majority, it's a roll of the dice.
