Nope, you can't just toss them in the recycle bin. Most places won't recycle mixed material items like Funko Pops. Better to pass them on to someone else or find a creative way to reuse them.

I've actually taken old Funkos and turned them into custom gifts by painting them. Not exactly recycling, but it's a great way to give them a second life instead of throwing them away.
