Lol, good luck if you're running on a basic HP model. You need a decent gaming laptop for GTA 5, not something you'd buy for just browsing and watching Netflix.

Ran GTA 5 on my HP Omen without a hitch! It's all about those specs; make sure you've got a solid GPU and enough RAM, and you'll be cruising through Los Santos in no time.

Absolutely, but it totally depends on the specs of the HP laptop in question. GTA 5 requires at least an Intel Core 2 Quad CPU Q6600 or AMD Phenom 9850 Quad-Core Processor, 4GB of RAM, and an NVIDIA 9800 GT 1GB or AMD HD 4870 1GB (DX 10, 10.1, 11). If your HP has these specs or better, you're good to go! Just remember, the smoother gameplay experience, the higher the specs you'll want.
