Can a Planeswalker be a Commander in MTG?

Actually, most planeswalkers can't be commanders. You've gotta look for the ones that say they can be on the card. It's a pretty exclusive club.

Yep, a planeswalker can totally be a commander, but there's a catch! Not all of them qualify. The planeswalker must specifically have the ability that mentions it can be used as a commander. This was first introduced in the Commander (2014 Edition) set, so if your planeswalker card has that line, you're good to go!

I've been running a planeswalker as my commander for years! Best decision ever. Just make sure it's one that explicitly says it can serve as a commander. They bring a whole different level of strategy to the game.
