Settlers are pretty basic with their combat skills and don't use syringers. They're more of a shoot-first-with-what-they've-got kind of crew, so save those syringers for your own adventures in the wasteland.
Tried and tried, but no luck. Settlers just don't do syringers. They seem happy enough with rifles and pistols.
Actually, never seen a settler use one. They seem to prefer more straightforward weapons. I guess syringers are just too high-tech for them.
