Nope. Different formats have different bans and restrictions. Standard format, for example, only allows the newest sets. Commander is more lenient, but still has its banned list. Always check the format's rules.

I've been playing MTG for years and love mixing old and new cards for casual games. It's like a time machine in a card game! But yeah, for tournaments, you gotta stick to the rules of whatever format you're playing.
