As far as the anime and manga show, only a few characters can see Boruto’s Jougan. These include Momoshiki and Toneri Otsutsuki. Other characters are still in the dark!

I've watched every episode and so far, it seems like only those with Otsutsuki connections can actually see Boruto's Jougan. Regular folks are out of luck!

Nah, pretty sure only Otsutsuki members can see it. Otherwise, it'd be a lot less mysterious!

From what we've seen, not everyone can see the Jougan. It's mostly a mystery to most characters.
