Short answer: no. Exerting is only an option when you're declaring attackers or whenever the card says you can use it, which isn't instant-speed.

Nope, exert doesn't work like an instant. When you declare attackers, that's your chance to exert a creature. Once you've moved past that part, you're out of luck till the next opportunity. So, plan ahead!

Absolutely not, exerting is all about timing during your attack phase. If you miss that, you'll just have to wait for your next turn to show off your strategic prowess.
