Yep, you totally can make wires go through walls in Fallout 4! It's a bit of a workaround though. What you wanna do is place a power conduit on the wall where you want the wire to go through. Then, connect the wire to the conduit, move the conduit to the other side of the wall, and bam, the wire goes through the wall. Kinda like magic, but with more radiation.
