I've read comics where Hulk could lift Mjolnir under extreme circumstances, but that's usually bending the rules a bit.
Traditionally, only those who are 'worthy' can lift Thor's hammer, Mjolnir. Hulk's strength alone isn't enough.
It's a hot take, but I honestly think Hulk could do it if the writers decided to make him worthy in a particular storyline.
