Short answer, yes, but it's a mod thing. Vanilla Fallout 4 doesn't have tree-planting as a feature.

Absolutely! While Fallout 4 doesn't let you plant trees the traditional way, you can add them through mods. If you're on PC, check out the Nexus Mods website for some cool mods like 'Spring Cleaning' or 'Homemaker' which let you add not just trees but a whole bunch of other neat stuff to your settlements.
