Nope, fog condensers are a part of the Fallout 4 Far Harbor DLC and they're already pre-built in the game. You can't build them yourself in your settlements. They're mainly there to keep the creepy fog at bay in Far Harbor, not for the main Commonwealth area.

Sorry, but fog condensers are a no-go. You'll just have to deal with the fog the old-fashioned way: squinting and hoping for the best.

No, you can't. Fog condensers are exclusive to Far Harbor and aren't a craftable item for players. Basically, they're set pieces in the DLC's world.
