Yep, you totally can! Just go to your Steam library, right-click on Fallout 4, select 'Properties,' and under the 'General' tab you'll find a checkbox that says 'Enable the Steam Overlay while in-game'. Just uncheck that box, and voila, no more Steam Overlay popping up when you're trying to enjoy the wasteland.

Absolutely. But why would you wanna miss out on instant access to friends and screenshots? Either way, just uncheck the 'Enable the Steam Overlay while in-game' option under Fallout 4's properties in Steam.
