Sony hasn't added a direct game gifting feature yet. Your best bet is to buy a PS Store gift card and let them choose the game themselves.

Nope, unfortunately, you can't directly gift games on the PlayStation Store. But hey, you can always gift a PlayStation Store gift card instead!
