Yes, just open the Xbox Game Bar on your Windows PC by pressing Win+G. Then go to Settings > Accounts and link your Xbox account to Steam. Easy peasy!

I've tried this before. While you can't officially link your Xbox account to Steam, specific games like Halo: MCC allow you to sync progress if you connect through your Xbox Live account within the game.

Unfortunately, Xbox and Steam don't have a direct account linking option. You'll have to use each platform separately.
