Yep, you can make ammo in Fallout 4 but it requires the Contraptions Workshop DLC. Once you have that, you can use the ammunition plant to churn out all the bullets you need. Just make sure you've got plenty of materials and power to keep it running.

Nope, you can't make ammo in the base game of Fallout 4. You'll need the Contraptions Workshop DLC to start crafting your own bullets. So, keep looting those containers and enemies till then!

Definitely! Crafting ammo in Fallout 4 became a game changer for me. You'll need the Contraptions Workshop DLC though. It's pretty awesome rolling into battles not worrying about running out of ammo.
