Absolutely, you can move Mama Murphy! Just get her to settle in Sanctuary first. Then, go into the workshop mode, point at Mama Murphy, and you'll see an option to move her to any of your other settlements. Just remember, she's quite the fixture, so place her somewhere nice!

Yes and no. You can move Mama Murphy to a different settlement, but you can't move her around like furniture. Once you assign her to a chair, she's pretty much gonna stay there unless you move her to another settlement.
