Yes, you absolutely can reassign settlers to another settlement in Fallout 4! Just walk up to a settler, enter workshop mode, and you'll see an option to move them to a different settlement. Just make sure the settlement you want to send them to has enough room for new settlers.

Nope. Once they're settled, they're settled. Kidding! Of course, you can reassign settlers. Fallout 4 wouldn't be that cruel. Use the workshop mode and give them a new postcode, easy peasy.

Totally can! It's like being the wasteland Uber, but instead of rides, you're delivering people to their new home. Just click on them in workshop mode and choose where they gotta go.
