Yep, you sure can reset your SPECIAL points in Fallout 76! Once you hit level 50, you get the option to either pick a new perk or move a point from one SPECIAL attribute to another every time you level up. Totally can! But it's a bit of a grind since you gotta do it point by point after hitting level 50. No magic reset button, unfortunately.
