In Magic The Gathering, you can't directly respond to the draw phase itself since it's a game action that doesn't use the stack. However, you can respond after the card has been drawn, in the beginning of the draw step before the player moves into their main phase. This is your window to play instants or activate abilities.

Actually, no. The draw step is pretty much a 'no touching' zone for responses. Your next chance to cast spells or activate abilities is after the card is drawn when both players get priority again.

Yes and no. You can't interrupt the draw, but you have a chance to do stuff right after. It's all about timing and knowing when you can jump in with your instants or abilities.
