You can try restoring from a backup! Go to Settings > Chats > Chat Backup. Make sure you have the automatic backup frequency set up.
Offically, not really. Once deleted, they're gone unless you had a backup somewhere.
Personal experience here: I once managed to get my messages back by restoring a Google Drive backup. Saved my day!
