Yeah, you can, but why bother? Just pick one and enjoy. Running both seems like overkill and will just eat up your system resources. Keep it simple!

I've been running both True Storms and Vivid Weathers on my Fallout 4 setup for months now! Once you apply the compatibility patch, it's smooth sailing. Adds so much atmosphere to the game; highly recommend.
