Nope, you can't turn off multiplayer in Fallout 76. The whole game is built around the online multiplayer experience. However, you can play solo by avoiding teaming up with others, and the game has private worlds if you're a Fallout 1st subscriber, which can give you a more isolated feel.

Short answer: No. Fallout 76 is online-only so you gotta deal with multiplayer whether you like it or not. But don't worry, there's plenty of solo content to keep you entertained!
