For sure, you can use the internet browser and some apps on Xbox 360 without Xbox Live. Just don't expect to join multiplayer games or access some online features.

I've been using my Xbox 360 for Netflix and YouTube without Xbox Live. No problem at all! Just connect to Wi-Fi and you're set.
