Nope, you can't transfer your Overwatch account from PlayStation to PC. You'll need to start fresh on the PC platform.

I tried myself, and nope, I had to create a new account to play Overwatch on PC. Fresh grind, here we go!

Unfortunately, Overwatch doesn't support cross-progression between PlayStation and PC. Different platforms, different accounts!
