Nope, you can't directly use your PSN account for Uplay on PC. You need to create a separate Ubisoft account.

Unfortunately, your PlayStation Network (PSN) account and Uplay (now Ubisoft Connect) on PC are separate. You'll need to create a Ubisoft account for PC gaming.
