You need the internet to access most features of PlayStation Plus like online multiplayer and downloading your monthly free games. Offline, you can still play the free games you've already downloaded, but that's about it.

Nope, you need internet for PlayStation Plus. It's kinda like having a pizza but no way to heat it up.

From personal experience, you'll need internet for all the good stuff on PS Plus. Otherwise, it's just a shiny subscription.
