Honestly, just compare your laptop's specs to the game's requirements. If you're close or over the minimum specs, you should be able to run it. But for a really good experience, aim for the recommended specs or higher. Low settings aren't the end of the world, though!
If you're asking, probably not. 'Can run' and 'can run well' are two different universes.
I'd say if your laptop's from the last 3 years and wasn't bottom of the barrel, you might just be in luck. I run it on my mid-range laptop from 2 years ago with some settings turned down and it's totally playable. Sure, it's not ultra graphics, but hey, I'm also not breaking the bank.
