Short answer: if you've got a decent rig from the last 5 years, you're probably good to go. GTA 5 isn't exactly new, so modern PCs should handle it fine. Just check you've got enough space; that game's huge!

I played GTA 5 on a setup slightly above the minimum specs and it was alright, but if you can, aim higher. Better graphics and smoother gameplay make it worth it.
