Can't target NPCs in Fallout 4?
Just slap the V key harder, works every time. But seriously, it might just be a bug. Restarting the game usually does the trick for me.

Can't target NPCs in Fallout 4? Fear not! This is usually because of a glitch or you might have accidentally toggled off VATS (the targeting system) if you're on PC. Quick fix: try reloading an earlier save or restarting the game. If you're on PC, check your key bindings to make sure VATS is set correctly.
If none of the above help, your game might be modded to oblivion. Check your mods, one of them might be messing with VATS!
This happened to me once, turned out my game was just bugged. A quick game restart solved it.
