Nope, NPCs just magically teleport to where you are because elevators are too complex for their AI.

Yep, NPCs can use elevators in Fallout 4! I've seen companions like Dogmeat and Piper ride with me. Just make sure they're close when you hit the button, or you might leave them behind. It's pretty handy when you're navigating those multi-story buildings and don't wanna go solo.

In my experience, yes, NPCs can use elevators. Had a heart attack when Nick Valentine suddenly appeared next to me on the elevator ride up to Tenpines Bluff. Thought it was a glitch at first, but turns out, NPCs just need to be close enough to 'join' the elevator ride.
