Actually, NPCs can't drown. They can chill underwater indefinitely. Seems like Bethesda decided that breathing was optional for them.

Nope, NPCs in Fallout 4 got that magical video game immunity to drowning. You might see them wade or float in water, but they won't drown. Kinda breaks the immersion, but hey, at least you don't have to rescue them!
