Nah, NPCs don't interact with sirens in Fallout 4. They're more like decoration for your settlements. Players can turn them on or off, but NPCs just ignore them.

Actually, I've seen NPCs react to sirens by running towards them, but they don't flip the switch themselves. So, technically, NPCs acknowledge sirens but can't use them.
