Nope, only you can see your custom user skins in War Thunder. Everyone else sees the default skins for your vehicles.

Unfortunately, custom user skins are for your eyes only in War Thunder. You get to enjoy your cool designs, but other players won't see them.

From my experience, other people can't see your custom skins in War Thunder. Makes me wish they'd add that feature though!
