Can outside-the-game effects target exile in MTG?

Nope, can't do that. In Magic The Gathering, when a card says 'outside the game,' it typically means from your sideboard in a sanctioned event. Cards in exile are considered still in the game but in a different zone, so you can't target them with effects that pull from outside the game.

No way. Cards in exile might as well be on the moon for all the good trying to target them with 'outside the game' effects will do. You need in-game actions to mess with exile.

Absolutely not! Exiled cards are still part of the game, just not on the battlefield. 'Outside the game' usually means your sideboard. So, no fetching cards from exile with those effects!
