Nope, only the main player gets the real power. Player 2 can help out but can't make those big moves without the primary player saying so. It's like being Robin to Batman in island form.

Absolutely! I've been Player 2 in my sister's game, and after she unlocked terraforming and made me a 'Best Friend,' we went to town redesigning the island. It's teamwork at its finest!
