Absolutely they can, but it's not as bad as you think. Fallout 76 isn't a free-for-all deathmatch. PvP is consensual after level 5, meaning both players need to engage in combat for it to really kick off. Plus, there's a pacifist mode for those who prefer not to engage in player combat at all. Keeps things chill for the explorers among us.
Honestly, it's not that big of a deal. The game's got a wanted system for players who attack others unprovoked. So if someone's being a menace, they'll get a bounty on their head and become a target for everyone else. It's a nice balance, really.
Yeap, other players can definitely attack you in Fallout 76. It's part of the whole 'survive the apocalypse' experience. But don't worry too much, the game has systems in place like a mutual combat system, meaning if you don't fight back, the damage they do is greatly reduced. Also, once you hit level 5, PvP (Player vs. Player) becomes a thing. So, enjoy the peaceful levels while you can!
