Most games don't allow it, but some titles with their own servers might support it. Don't count on it, though.

From personal experience, I've never been able to join a PS4 friend on my PS3. Time for an upgrade, maybe?

No, PS3 players can't play with PS4 players directly. The two systems don't support cross-platform multiplayer.
