Actually, it's about how noticeable the imperfection is. A PSA 10 can have minor imperfections that are only visible under intense scrutiny or certain lighting. So, a microscopic scratch might not disqualify it from being a PSA 10, but anything easily visible would.

Nope, PSA 10 means the card is in gem mint condition. That means no scratches, no marks, and basically flawless. You're looking at a card that's pretty much perfect both in centering, edges, surface, and corners. If you spot a scratch, that card ain't a PSA 10, my friend.
