Of course they can. Manufacturing isn't perfect. I've got a bunch in my collection that are off center. Kinda adds character to them, I think.

Nah, off-center cards are just errors. They ruin the aesthetic of the card. I prefer my Pokemon cards pristine and perfectly aligned.
