Yes, Rock Lee can still open the 8th Gate in Boruto, as he was shown training hard and mastering it during Naruto Shippuden. It's implied he might have the ability by now, but hasn't been explicitly confirmed.

There's no confirmation in Boruto if Rock Lee has opened the 8th Gate yet, but considering he trained under Guy, it's possible.

In Naruto Shippuden, Lee's training made it clear that he was on the path to mastering the Eight Gates, so it's safe to assume he might be able to in Boruto!
