Nope, fences are indestructible. Your settlements are totally safe. Focus on gathering caps instead.

Yes, they can. Had to rebuild mine like a zillion times. Those super mutants don't know when to quit. Protip: Investing in defense turrets and traps makes a big difference. Not only do they help protect your fences, but they also keep those pesky raiders at bay.
